August 2009 Supervisors Minutes

Minutes of the Pequea Township Board of Supervisors meeting held August 19, 2009 at 7:00 p.m. at the Pequea Township Building, 1028 Millwood Road, Willow Street, Pa. 17584

 

Present at the meeting were:                  BOARD OF SUPERVISORS

                                                            Joseph P. Terry, Supervisor

Patsy L. Davis, Secretary-Treasurer

ANNOUNCEMENTS:  None

MINUTES OF THE PREVIOUS MEETING: Copies of the July 15, 2009 minutes are on the table.  Virginia Brady moved to approve the July 15, 2009 minutes as printed.  Bruce Groff seconded the motion.  All voted in favor, none opposed.

SECRETARY TREASURER REPORT:   A copy of the bill list with financial report is on the table.   Virginia Brady moved to approve General Fund Checks #6430 through #6482, Recreation Fund checks #1956 - #1966, Street Light Fund check #619, Traffic Signal Fund check #1102, Park Donation Fund check #63, and State Highway Aid Fund checks #330- #331. Bruce Groff seconded the motion.  All voted in favor, none opposed.

AWARD CONTRACT FOR SEAL COATING ROADS

Bids were opened August 17, 2009 at 10 am.  Present at bid opening were:  Patsy Davis, Secretary and Paul Frymyer, Road Crew

Bids were received from the following:  Unit Price         Total

Martin Paving, Inc.                                           $1.359             $47,102.91

Stewart & Tate, Inc.                                         $.957               $33,169.62

Virginia Brady moved to award the contract for seal coating to Stewart & Tate at the unit price of $.957 for a total of $33,169.62.  Bruce Groff seconded the motion.  All voted in favor, none opposed.

 

     OLD BUSINESS:

  1. Steam Generator – The move will impact four (4) traffic signals in Pequea Township.  Discussed was Pequea Township Liability/PIRMA Recommendation. The secretary has contacted Sue Coleman, Project Manager, AREVA.  Dan Bower, AREVA has contacted PIRMA and discussed exactly what will occur during the move through each traffic signal.  PIRMA is advising that an agreement is prepared by the township solicitor for the liability to be covered by AREVA.  Included in the agreement will be that Pequea Township is reimbursed for any expenses.  Dan Bower, AREVA has agreed to the requests.  The project is now scheduled to start in mid-Sept. Virginia Brady moved to proceed with an agreement as advised.  Joseph Terry seconded the motion.  When the vote was taken Virginia Brady and Joseph Terry voted yes.  Bruce Groff voted no, opposed.

 

NEW BUSINESS:

  1. 1.        Aaron Smucker Mylar – Virginia Brady moved to approve the signing of the plan mylar for Aaron Smucker. Bruce Groff seconded the motion.  All voted in favor, none opposed.
  2. 2.        Request for Complimentary Internet Service from Comcast for both Pequea Township Volunteer Fire Companies – Virginia Brady moved to approve the request.  The motion was seconded by Bruce Groff.  All voted in favor, none opposed.
  3. 3.        Humane League Contract Renewal for 2010 - Cost for 2010 $2614.80.  Virginia Brady moved to approve the contract agreement with the Humane League for 2010.  Bruce Groff seconded the motion.  All voted in favor, none opposed.
  4. 4.         Delegate and Alternate - Tax Collection Committee for Lancaster County under Act 32.  Virginia Brady moved to appoint Joseph Terry as delegate to the Tax Collection Committee for Lancaster County.  Bruce Groff seconded the motion.  All voted in favor, none opposed.  Virginia Brady moved to appoint Virginia Brady as alternate to the Tax Collection Committee.  Joseph Terry seconded the motion.  All voted in favor, none opposed.
  5. 5.        Joseph Terry moved to enter into the Southern Lancaster County Intermunicipal Council Agreement.  Bruce Groff seconded the motion. All voted in favor, none opposed.
  6. 6.        Release Letter of Credit Millwood Village Phase III – An on-site inspection was done by the township engineer on August 17, 2009.  Recommendation was made to release the remaining $9,000.00.  All items have been completed. Virginia Brady moved to release the remaining $9,000.00 in the Letter of Credit #604037 for Millwood Village Phase III as recommended by the township engineer.  Bruce Groff seconded the motion.  All voted in favor, none opposed. 

DEPARTMENTAL REPORTS:

Roadcrew - Work report on file.  Bruce Groff added that Manchester Village cul-de-sacs are completed with milling and base.  Mr. Groff showed the first crop of walnuts and acorns from trees planted at Silver Mine Park to sustain wildlife in the park.

Zoning/Code Officer – Work report on file. Mr. Bruckno was not present and Virginia Brady stated the updates for the following will be addressed at the September meeting.

  • Proposed Amendment to Zoning Ordinance/Expiration of Special Exceptions and Conditional Uses
  • Solar Energy System Ordinance and Wind Energy System Ordinance
  • Virginia Brady noted a property situation on Sprecher Road.  Virginia Brady authorized the Zoning Officer to proceed with a violation notice.  Joseph Terry seconded the motion.  All voted in favor, none opposed.

Legal Liaison – Virginia Brady reported a brief contact with Mr. Crosswell.

Southern Regional Police Dept. – Work reports and Police Commission meeting minutes are available on the table.  Corporal Mitchner was present and read the July report.

ADVISORY BOARD REPORTS:

     Minutes of the advisory board’s are available on the table.

Pequea Township Planning Commission – Meeting held August 6, 2009.

Pequea Township Park & Recreation Board – Meeting held August 12, 2009.

Pequea Township EAC – John Hickey was present.  There was no quorum for the meeting scheduled August 11, 2009. Mr. Hickey requested that the Chairperson be contacted to see if she intends on participating.  That person has only attended one meeting and has not returned his phone calls.  The Supervisors agreed to send a written letter of inquiry.

Lancaster Inter-Municipal Committee – Virginia Brady reported discussed at the meeting was composting and the UCC Board of Appeals.

Lancaster County Planning Commission – Virginia Brady reported nothing was discussed for Pequea Township.

PUBLIC COMMENT:

  • Bob Porterfield asked what is happening on Indian Hill Road bridge.  He would like to be involved in the design for the bridge replacement.  Bruce Groff said he will contact Mr. Porterfield.
  • Bob Porterfield reported the house on the vacant property on Indian Hill Road needs to be inspected.  The roof is caving in and it’s blighted.  This will be given to Wes Bruckno to be addressed.
  • Virginia Brady requested that Jack L. McSherry submit bridge credentials in connection with engineering for Indian Hill Road bridge.  Bruce Groff will contact him.
  • John Hickey asked if all of Herrville Road is being widened and resurfaced.  He lives at 131 Herrville Road.  Bruce Groff replied that PADOT agreed to widen and resurface the portion of Herrville Road from their building to 272 North. Nothing else is planned for now.
  • Russ Kauffman reported that yews need trimmed on a property on Boehm’s Road.  Bruce Groff stated that the property owner has been contacted and trimming was done.  Mr. Kauffman also reported two holes at Clairmont Drive and Boehm’s Road need filled.  Bruce Groff will take care of it.

 

Having no further business the meeting was adjourned at approximately 7:55 p.m.
