June 2009 Supervisors Minutes

Minutes of the Pequea Township Board of Supervisors meeting held June 24, 2009 at 7:00 p.m. at the Pequea Township Building, 1028 Millwood Road, Willow Street, Pa.

 

Present at the meeting were:                  BOARD OF SUPERVISORS

ANNOUNCEMENTS:

  • Virginia Brady, Wes Bruckno met with Lancaster City Public Works representatives, West Lampeter Twp representatives and ARRO Consulting to be brought up to date on the public water supply in the area.

 

MINUTES OF THE PREVIOUS MEETING: Copies of the May 20, 2009 minutes are on the table.  Virginia Brady moved to approve the May 20, 2009 minutes as printed.  Bruce Groff seconded the motion.  All voted in favor, none opposed.

 

SECRETARY TREASURER REPORT:   A copy of the bill list with financial report is on the table.  Virginia Brady moved to approve checks #6353 through #6416 of the General Fund, checks #1941 through #1953 of the Recreation Fund, check #616-#618 of the Street Light Fund, checks #57 through #61 of the Park Donation Fund, and check #1101 of the Traffic Signal Fund.  Bruce Groff seconded the motion.  All voted in favor, none opposed.

 

OLD BUSINESS:

  1. Amendments to the Pequea Township Zoning Ordinance –   Virginia Brady moved to rescind the May 20, 2009 motion to approve the Karst Hazard and Steep Slope amendments as they are currently written. Bruce Groff seconded the motion.  All voted in favor, none opposed.
  2. Virginia Brady moved to authorize the township solicitor to take necessary action to advertise a public hearing for the consideration and enactment of the proposed Steep Slope and Karst Hazard Zoning Ordinance amendments for the regular scheduled meeting on July 15, 2009 at 7:00 pm.  Bruce Groff seconded the motion.  All voted in favor, none opposed.

NEW BUSINESS:

  1. Bids were opened June 8, 2009 for contracted road work in Manchester Village.  Present at bid opening was Patsy Davis and Paul Frymyer.  One bid was received from:  Pennsy Supply dba McMinn’s Asphalt, Inc. for the following:

Item No.1 – 1,236 Ton 19.0MM PG 64-22 Binder Course 0 to .3 million ESAL’s SRL=Any 3 inch depth for a Unit Price of $55.25.

Item No. 2 – 6,865 SY Mill road surface 2.5” + or -, Township to haul milling off site for a Unit Price of $1.90.  Total Bid was $81,332.50  Virginia Brady moved to award the contract for road work in Manchester Village to Pennsy Supply dba McMinn’s Asphalt, Inc. for Item No. 1 at the unit price of $55.25 per ton and Item No. 2 at the unit price of $1.90 per SY.  Bruce Groff seconded the motion.  All voted in favor, none opposed.

  1. Bids were opened June 17, 2009 for a new roller.  Virginia Brady moved to award the contract to low bidder, Modern Equipment Sales & Rental Co. 1223 Manheim Pike, Lancaster, Pa. 17603 for the Dynapac CC800 Tandem 1.5-2 Ton Asphalt Roller for the net cost of $9,900.00 with the trade-in of the 1989 Bomag BW90 ADL for $2,100.00.  Bruce Groff seconded the motion.  All voted in favor, none opposed.
  2. Virginia Brady moved to ratify and confirm the execution of the Authorization to Enter by Bruce Groff conditioned upon any clarification which may be necessary or desired as to the terms and conditions of the Authorization.  Bruce Groff seconded the motion.  All voted in favor, none opposed.  A work trailer has been parked at the Silver Mine Park for a construction project.  An agreement has been made for $400 per month rental and monthly payment of the PPL electric bill. 
  3. Virginia Brady moved to authorize the revenue from PADOT and/or J.D. Eckman, Inc. for the rental income for use of the property at Silver Mine Park to be deposited in the General Fund.  Joseph Terry seconded the motion.  All voted in favor, none opposed.

DEPARTMENTAL REPORTS:

Roadcrew - Work report on file.

Zoning/Code Officer – Work report on file. Mr. Bruckno reported on the meeting on public water supply that he and Virginia Brady attended June 2.  The City of Lancaster’s current pumps and storage facilities can no longer supply water to proposed new developments in the Lampeter and Willow Street areas.  Some large upgrades are needed.

Legal Liaison – Virginia Brady reported contacting Mr. Crosswell on issues discussed tonight.

Southern Regional Police Dept. – Work reports and Police Commission meeting minutes are available on the table.

ADVISORY BOARD REPORTS:

     Minutes of the advisory board’s are available on the table.

Pequea Township Planning Commission – Meeting held June 4, 2009.

Pequea Township EAC No meeting on June 9, 2009 due to no quorum.

Pequea Township Park & Recreation Board Meeting held June 10, 2009. 

  1. Harry Lehman, Chairman requested permission to hold a third Community Day event May 15 and May 16, 2010.  Virginia Brady moved to approve the 2010 Community Day event.  Bruce Groff seconded the motion.  All voted in favor, none opposed.
  2. Harry Lehman reported that the Elam Stoltzfus family, New Danville Pike, has shored up the barn at the park on two occasions and are requesting permission for a one-night campout for their family.  Virginia Brady moved to approve the Elam Stoltzfus one-night campout.  Joseph Terry seconded the motion.  All voted in favor, none opposed.

Lancaster Inter-Municipal Committee – Virginia Brady reported that Senator Brubaker was present and spoke on the Chesapeake Bay preservation.

Lancaster County Planning Commission – Virginia Brady

  1. A Solar Energy System Ordinance and a Wind Energy System Ordinance proposed for Manheim Twp was reviewed by LCPC.  Virginia Brady moved to forward copies to the Pequea Township Planning Commission and Zoning Officer, Wes Bruckno for review and comment.  Bruce Groff seconded the motion.  All voted in favor, none opposed.  Joseph Terry moved to also forward copies to Pequea Township Environmental Advisory Council for review.  Bruce Groff seconded the motion.  When the vote was taken Joseph Terry and Bruce Groff voted yes.  Virginia Brady voted no, opposed.

 

PUBLIC COMMENT:

  1. John Hickey commented that the people in Pequea Township should have a chance for input on the two Solar Energy and Wind Energy Systems Ordinance’s to be reviewed.  Virginia Brady replied that the process for adopting new ordinances include a public hearing before adoption where residents have a chance to give their comments.
  2. Joseph Terry moved to perform mid-year and annual written employee evaluations for all full time employees and a review of the current personnel policy.  Bruce Groff seconded the motion.  All voted in favor, none opposed.
  3. Joseph Terry moved to have Virginia Brady perform the evaluation for Patsy Davis and Gloria Chmiel, the office staff; and to have Bruce Groff perform the evaluation for the road crew employees.  Virginia Brady seconded the motion.  All voted in favor, none opposed.
  4. Virginia Brady moved to have Joseph Terry perform the evaluation of Roadmaster, Bruce Groff.  Bruce Groff seconded the motion.  All voted in favor, none opposed.
  5. Bruce Groff requested the business items proposed by Joseph Terry this evening be placed on the agenda in the future so that the Supervisors are prepared for discussion.  Mr. Terry agreed to do this in the future.
  6. John Hickey asked how the bridge on Marticville Road was chosen for replacement over other bridges in Pequea Township.  Bruce Groff replied that this is a PADOT bridge.

 

Having no further business the meeting was adjourned.
