Minutes of the Pequea Township Board of
Supervisors meeting held February 18, 2009
at 7:00 p.m. at the Pequea Township Building,
1028 Millwood Road, Willow Street, Pa. 17584
Present at the meeting were: BOARD OF SUPERVISORS
Virginia K. Brady, Chairperson

ANNOUNCEMENTS:
- Zoning/Codes Officer, Wes Bruckno is not present tonight due to another meeting. Mr. Bruckno has also been asked to judge the Lancaster County Science & Engineering Fair on March 24, 2009 at F&M College.
PUBLIC COMMENT: A reasonable opportunity for public comment will be provided before the Board of Supervisors takes official action on an item. Public comment on items included on the agenda will be taken at the appropriate time. Public comment on items not included on the agenda will be taken tonight. Please come to the podium and limit your comments to five minutes so that others can speak if they wish. Please give your name for the minutes. The first and foremost priority of this meeting is to publicly conduct Pequea Township business. In that effort, I sincerely ask everyone in attendance to stay focused on what is of best interest for our township and during that process be respectful towards other people’s comments, concerns and/or feelings. Expression of personal feelings of disrespect or disruption of this meeting is not an option.
MINUTES OF THE PREVIOUS MEETING: Copies of the January 21, 2009 and February 9, 2009 minutes are on the front table. Virginia Brady moved to approve the January 21, 2009 minutes as printed. Bruce Groff seconded the motion. All voted in favor, none opposed. Virginia Brady moved to approve the February 9, 2009 minutes as printed. Bruce Groff seconded the motion. All voted in favor, none opposed.
SECRETARY TREASURER REPORT: A copy of the bill list and financial report
are on the table. Virginia Brady moved to approve checks #6121 through #6176 of the General Fund, checks #1899 through #1912 of the Recreation Fund, check #612 of the Street Light Fund, and checks #1096 & #1097 of the Traffic Signal Fund. Bruce Groff seconded the motion. All voted in favor, none opposed.
OLD BUSINESS:
- Virginia Brady moved to forward the model Subdivision and Land Development Ordinance for municipalities from Lancaster County Planning Commission to Pequea Township Planning Commission for review and recommendation. Bruce Groff seconded the motion. All voted in favor, none opposed.
- No resumes were received for Pequea Township EAC.
- Appointment Supervisor. Vacancy Chairperson, Carolyn French and Supervisors, Virginia Brady and Bruce Groff have 15 days starting February 18, 2009 to choose a new Supervisor. The special meeting will be advertised.
- 537 Plan Update – Virginia Brady thanked Ken Adams and the committee members who worked on the 537 Plan update and the draft OLDS ordinance. Written comments from Mr. Adams and the committee will be forwarded to the township solicitor and Gannett Fleming. .
NEW BUSINESS:
1. Mowing Silver Mine Park – Virginia Brady moved to approve the proposal submitted by Thomas Hodson for mowing areas of Silver Mine Park for the 2009 season. Bruce Groff seconded the motion. All voted in favor, none opposed.
2. 2009 Pennsylvania Cleanup Program has been forwarded to the EAC and the Park Board.
3. Virginia Brady moved to authorize Harry Lehman to use purchase orders up to the amount of $6500.00 signed by a Supervisor for 2009 Community Days. Bruce Groff seconded the motion. All voted in favor, none opposed.
4. Virginia Brady moved to authorize the cost of $1373.40 from the Park Donation Fund for a full back page ad in three papers in the Advertiser for advertising Community Day and a $50 Tag from Red Rose Signs for the banner dates. Bruce Groff seconded the motion. All voted in favor, none opposed.
5. Virginia Brady moved to authorize the National Multiple Sclerosis Bike Ride on roads in Pequea Township on July 18 & 19, 2009. Bruce Groff seconded the motion. All voted in favor, none opposed.
DEPARTMENTAL REPORTS:
Roadcrew - Work report on file.
Zoning/Code Officer – Work report on file.
Legal Liaison – Virginia Brady
1. Burning Ordinance – Virginia Brady commented that this will be finalized soon. John Hickey, EAC added they are still meeting with Wes Bruckno next week on this.
2. Stephen B. & Anna Z. King – Holding Tank Agreement – Virginia Brady moved to keep the Holding Tank Agreement as is and not require a new agreement. Bruce Groff seconded the motion. All voted in favor, none opposed.
3. Amendments to Pequea Township Zoning Ordinance Steep Slope and Karst Hazard Districts – PTPC commented January 8, 2009 – LCPC will review and comment February 23, 2009.
Southern Regional Police Dept. – Work report on table.
ADVISORY BOARD REPORTS:
Minutes of the advisory board’s are available on the table.
Pequea Township Planning Commission – No Meeting February 5, 2009.
Pequea Township EAC – No Meeting February 10, 2009.
Pequea Township Park & Recreation Board – Meeting held February 11, 2009. Harry Lehman added that the new LIMC Park & Recreation map is available for residents.
Lancaster Inter-Municipal Committee – Virginia Brady commented that Sen. Mike Brubaker was a speaker at the meeting. May 28, 2009 is the annual dinner meeting.
Lancaster County Planning Commission – Pequea Township’s zoning amendments will be reviewed February 23, 2009.
PUBLIC COMMENT:
- John Hickey, EAC member, commented that they are still missing a third member and a Chairman. Bruce Groff moved to appoint John Hickey as Chairman of the EAC. The motion died for lack of a second. Residents were requested to submit a short resume to serve on the EAC.
Having no further business the meeting was adjourned at approximately 8:00 p.m.
